The Restless Ghost
Reward: 1125 experience points, an amulet of ghost speak and 1 quest pointRequirements: Able to beat a level 13 skeleton
Go speak to Father Aereck in Lumbridge church, he'll tell you to go see his friend Father Urhney in Lumbridge swamp.
So go to Lumbridge swamp to the South of Lumbridge, go around the back of Lumbridge castle and follow the wall around. Then go to the far South East until you get near the mining area. Go inside the hut and speak with Father Urhney, he'll give you the ghost speak amulet.
Go to Lumbridge graveyard near the church and go into the moselium (Stone type hut, with a coffin in :) ), wear the ghost speak amulet and talk to the ghost.
Make your way to the Wizard's tower, go inside, you'll find the Ghosts head (From when he was alive of course) in the basement. You'll be attacked by a skeleton, kill it, then go back to the ghost.
Speak to the ghost, then put his skull back into the coffin where it belongs.
You can run away from the skeleton
